One possibility, which occurred to me today, is that Biden is a president that has been installed so that large political liabilities (like the Afghanistan disaster, or whatever is behind the Covid weirdness) can be attached to him, and if things get to hot, he can be discarded. Harris is putting herself in position.
As to Fauci - I have no idea as to what they are trying to do, but whatever it is, it has nothing to do with public health.
